Assuming we are talking about a classic Mini, the fuel tank was originally installed with a foam rubber(plastic?) donut around the filler neck. Being a sponge, it collects moisture and slowly rusts the filler neck from the outside in. You would have to remove the tank to inspect.

Fortunately, the Mini fuel tank can be restored using POR-15. They also sell a "bandage" kit that includes a synthetic cloth to reinforce the sealing material. It sets like fibre-reinforced plastic (fibreglass).

Check for perforations in the bottom of the tank along the seam from rust. Usually if it is perforated the boot/trunk will always have a smell of fuel.

I have a bad smell of gas when my car is parked overnight in my garage. I have tighten all the connections in the fuel lines, I have install a new vent pipe to the gas tank, is it possible there is a leak in the tank, any ideas what I should do next.
