+1 for cleaning and lubricating the lift mechanisms.

Although it won't clean the lift mechanisms, you could make things a bit easier for them by adding a tiny bit of silicone spray lube to the guides that the glass slides in. Lower the window. Spray some silicone on a cloth and rub the channel or weather seal the glass slides in/on.

Perhaps the window regulator mechanism needs cleaning / lubrication. This is the 'lift mechanism' driven by the window motor to lift and lower the window glass.

That's what I first thought had new battery fitted still the same also same in all weather

Maybe your battery is getting tired and needs o be replaced, or your charging system is not charging it fully.
Another possibility is cold - if you are having very cold weather, the windows will be stiffer to move.
