G2NMX2301 is the correct brackets for the 2007-2010 R56 Cooper non-S Hardtop.

I found those but they are for the cooper S model, not sure why they wouldn't work on base model. When I search for those, the results say it won't fit my car.

Can't help on your problem, but I think you may be beginning to suspect why it is referred to as the base model. I wouldn't be surprised if you found there was no wiring to the lights or where the switch would be. Then there's the computer module(s) that may manage lighting...
My non-MINI daily driver is a base model that has light pockets molded into the front bumper panel and several blanks for switches - that's all.

I just recently bought a used R56 base model and I can not find mounting hardware to mount rally/auxiliary lights through the grill. Can someone help me locate ones that'll work with the base model and not the S model?
