I bought my car from W&P and the arches were attached with self tapping screws. You have to make sure you are using the really low profile type with the wide contact area.

If they're the type that attach from inside the wheel opening to the lip then you should use screws. My W&P I attached with SS button head sheet metal screws and fender washers to support the fiber glass arch. I got a nice #8 button head sheet metal screws from Totally Stainless the Allen head makes the installation easier than a Phillips drive.

Screws are the better way as you control how tight they are, can't do that with a rivet. Stainless screws would be even better.
