If you are using a CV joint kit, the one that I used came with boots and clamps so I assumed that they were correct.  The purpose of the boot is to keep the grease in and dirt out.  Using that as a guideline, I would install the boot to give the most flex while steering the wheels and still remain in position.

Hello,
I am replacing the outer CV joints and boots on a 7.5'' disk brake setup.
The rubber boot has  2 internal rings spaced roughly 1/2'' apart.
Which one should sit in the hub's groove?
The outer one or the inner one?
Looking at pictures and videos on the net, I'm finding both instances...
